Penang vet dept says no clear law against owner failing to stop dog fight

The Penang Veterinary Services Department stated that the Animal Welfare Act 2015 has no clear provision making it an offence for an owner to fail to stop a dog fight. The statement followed a review of viral footage showing a dog attacking a smaller stray at Pearl Hill in Tanjung Bungah. The department suggested action could be considered under the Minor Offences Act if there was evidence of encouragement.
