Report people who encourage dogs to attack animals

The Penang Veterinary Services Department has urged the public to report individuals who encourage or provoke animals to attack, following a viral video of a dog attacking a stray in Tanjung Bungah. The department noted that while the Animal Welfare Act 2015 has no clear provision for such cases, the Small Offences Act 1955 could apply. The Penang City Council has captured the dog involved, which had a valid license.
