The Madani government is preparing to table a National Climate Change Bill in Parliament next year, with AmInvest Research expecting it to be finalised by end-2026 before a carbon tax on steel and energy. How Sabah and Sarawak fit into the federal climate and carbon laws remains an open question, as both states are exempted from the CCUS Bill 2025 and run their own carbon regimes.
